Article 2 This procedure is applicable to the gas fuel and liquefied gas fuel used in vehicles with an ambient temperature of - 40 ℃~60 ℃, a nominal working pressure greater than or equal to 0.2MPa (gauge pressure, the same below), and a product of pressure and volume greater than or equal to 1.0MPa · L. This procedure is also applicable to cylinder valves, safety valves, fusible plugs, bursting discs, liquid level limit valves and other safety accessories of vehicle gas cylinders.
Article 3 The design, manufacture, installation, filling, use and inspection of vehicle gas cylinders used in the People's Republic of China shall meet the requirements of this Regulation. Those not specified in this procedure shall comply with the requirements of the Gas Cylinder Safety Supervision Procedure.
Article 4 The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China) is responsible for the safety supervision of vehicle gas cylinders nationwide, and the local quality and technical supervision departments at or above the county level are responsible for the safety supervision of vehicle gas cylinders in their respective administrative areas. Chapter II Design and Manufacture Article 5 The gas cylinders for vehicles shall be designed and manufactured in accordance with this Regulation, relevant safety technical specifications and corresponding national and industrial standards (hereinafter referred to as standards). If there are no standards for the time being, they can be designed and manufactured in accordance with the enterprise standards after technical review.
Article 6 The design documents of vehicle gas cylinders shall be identified by the inspection and testing institutions approved by the AQSIQ, and can only be used for manufacturing after passing the design documents. Article 7 The manufacturing unit of vehicle gas cylinder and its safety accessories shall obtain the corresponding special equipment manufacturing license in accordance with the relevant provisions of the State, and shall be responsible for the safety performance of the products manufactured.
Article 8 The manufacturing unit of materials for vehicle gas cylinders must obtain the corresponding special equipment manufacturing license. The main materials for manufacturing vehicle gas cylinders shall comply with the provisions of relevant standards and the requirements of relevant vehicle gas cylinder product standards for materials.
The material manufacturing unit must ensure that the material quality is qualified, make clear and firm TSG R0009-2009 Special Equipment Safety Technical Specification - 2 - mark on the specified part of the material, and provide the quality certificate. The manufacturer of automotive gas cylinders shall be responsible for the authenticity and consistency of the purchased materials for automotive gas cylinders and their quality certificates.
Article 9 The material of vehicle cylinder body shall meet the requirements of compatibility with the fuel gas filled. The material used to manufacture the aluminum alloy liner of filament wound gas cylinders for vehicles shall have good resistance to intergranular corrosion.
The actual tensile strength of the cylinder body material of the vehicle steel cylinder containing the gas prone to stress corrosion shall not exceed 880MPa, and the actual yield ratio shall not exceed 0.90. The surface of raw material seamless steel pipe shall be subject to ultrasonic testing, and the surface of the bottle body shall be free of folds, layers and cracks.
2. What are the knowledge of safe use of oxygen cylinders

3. What are the safety precautions for using oxygen cylinders
The safety precautions for the use of oxygen cylinders are as follows: (1) The oxygen cylinders shall be inspected strictly and regularly, and the color code shall be obvious, and the cap and anti-vibration rubber ring shall be complete.
(2) Pay special attention to the use of oxygen cylinders and other gas cylinders. (3) Oxygen cylinders shall be stored and transported separately from other flammable cylinders, grease and other flammable substances.
(4) When filling the oxygen cylinder, the gas flow rate should not be too fast, otherwise explosion and combustion will occur. (5) The minimum pressure of bottled oxygen shall not be less than 97% of the nominal pressure of the cylinder, and the accuracy of the pressure gauge used for measurement shall not be less than 1 Level 5.
(6) During loading, unloading and transportation, light loading and unloading shall be carried out to prevent collision. It is forbidden to transport oxygen cylinders with electromagnetic crane and forklift.
(7) Avoid sun exposure, and the storage environment shall not exceed 40T. More than 10m away from open fire, heat source and flammable and explosive materials.
(8) Before use, check whether the bottle valve and pressure reducer are defective. If any, report for repair in time and do not handle it casually.
(9) Soap water shall be used to check for air leakage, and open fire shall not be used. (10) Do not use oxygen cylinders without pressure reducers.
The pressure reducer should be installed firmly to avoid shooting and hurting people.
4. What safety common sense should be known when using oxygen cylinders
The following common sense of safety should be known when using oxygen cylinders: (1) The operation sequence of oxygen cylinders is: ① After the oxygen cylinders are erected and placed properly, the operator stands at the side of the gas outlet of the cylinder, slightly opens the cylinder valve, rotates the handwheel for about 1/4 turn, and blows for 1~2s to prevent dirt, dust or moisture from entering the pressure reducer, and then immediately closes it.
② Install the pressure reducer. At this time, the adjusting screw of the pressure reducer should be in the loose state. Slowly open the bottle valve and observe whether the high-pressure gauge is normal and whether there is air leakage in each part. ③ Connect the oxygen hose and fasten it with iron wire, tighten the adjusting screw and adjust it to the working pressure.
(2) The oxygen in the oxygen cylinder cannot be used up, and 0 should be left. 1〜0。

5. What are the safety common sense of using the liquefier tank
When using liquefied gas tank, pay attention to check the rubber sealing ring of liquefied gas tank every time the tank is changed to prevent aging and gas leakage.
The two joints connecting the stove and the rubber tube of the liquefied gas tank shall be coated with concentrated soapy water frequently to check whether there is gas leakage. If there is soap bubble, it indicates that there is gas leakage, and it shall be repaired at the liquefied gas station in time.
In particular, users should be reminded to keep the stove hose more than 10 cm away from the stove surface at any time to avoid fire caused by burning. Do not stay away from the kitchen for a long time when using it, so as to avoid the danger of boiling soup overflow or gas leakage after the wind extinguishes the stove fire.
After each air change, the pressure reducing valve must be tightened to avoid leakage of liquefied gas. Liquefied gas cylinders should not be violently shaken, dumped or smashed during use. Some families will turn the gas tank upside down or lie down when the liquefied gas is about to run out, so as to fully burn the gas. Fire experts say this method is absolutely unacceptable. This behavior violates the relevant national regulations on the safe use of liquefied petroleum gas. Users must not turn the liquefied petroleum gas tank upside down, bake it with fire, heat it, and other methods. In that way, the liquefied petroleum gas will enter the pressure regulating valve, which is prone to accidents.
Emergency treatment method:
1. The switch leaks air. If there is air leakage at the air inlet of the rubber tube and the cooker, it may be that the rubber tube is inserted too shallow, or the rubber tube is aged, and a piece of thin iron wire can be used to clamp it, or a new rubber tube can be replaced. If the switch on the cooker is not tight and leaks air, it may be caused by the loose small nut on the switch handle, or the broken small nut compression spring. The nut can be tightened with pliers or replaced with a new compression spring.
2. The switch is blocked. Turn off the angle valve switch, remove the burner, turn the cooker switch to the ventilation position, and use a thin iron wire to dredge the nozzle back and forth. If the problem of small fire caused by blockage still remains unsolved after this method is adopted, it may be that the pressure regulator is blocked. The pressure regulator should be screwed down and taken to the gas supply station for repair.
3. The liquefied gas cylinder catches fire. Wrap your hands with a wet towel, close the corner valve of the cylinder clockwise, cut off the gas source, and the fire will go out by itself. At this time, do not splash water or cover it with a quilt, and do not turn the cylinder upside down to prevent the liquid from flowing out. At the same time, move the gas cylinder out of the fire site as soon as possible. If the fire is large and difficult to control, the 119 fire alarm should be reported as soon as possible, and the objects that are easy to catch fire around should be removed quickly
6. Safety precautions for oxygen cylinders, acetylene cylinders, hydrogen cylinders and argon cylinders
Strengthen control from management system, daily operation (including canning, transportation, loading and unloading, storage, use) and daily maintenance to prevent physical or chemical explosion caused by leakage, overpressure, collision or high heat.
Specifically, since the daily filling work is completed by the supplier, the provisions or requirements in this regard are implemented by them according to the national standards; The main problems directly related to our daily production or maintenance are transportation, loading and unloading, storage or use in the factory. In this regard, we need to strengthen control from the following aspects.
From the perspective of transportation and loading and unloading, it is forbidden to unload by throwing, unload or transfer by binding and lifting, transfer gas cylinders by rolling and treading, lift gas cylinders by electromagnetic lifting equipment, and prohibit ignition sources at the gas cylinder transfer or loading and unloading site. From the perspective of storage and delivery, cylinders that have not been inspected or failed to be inspected shall not be put into storage, cylinders with gas leakage, lack of safety helmet or defective valve body shall not be put into storage, and cylinders with unknown origin or without inspection marks shall not be put into storage.
In addition, oxygen (including all combustible gas cylinders) and acetylene (including all pressure gas cylinders) must be stored separately, and mixed storage is not allowed to prevent chemical explosion caused by gas mixing. From the use point of view, the necessary safety distance should be kept between oxygen and acetylene (this distance should not be less than 5 meters at least), and the necessary safety distance should also be kept between oxygen or acetylene cylinders and open fire or high temperature heat sources (this distance should not be less than 10 meters at least). It is not allowed to expose oxygen or acetylene cylinders (including other pressure storage cylinders) in the sun, provide users with flashback protection devices, and prohibit users from using invalid meters, It is forbidden for users to bind and fix the acetylene gas pipe at the end of the cutting torch or welding torch (first, it is not convenient for inspection and test before use; second, it is very easy to cause the explosion of the acetylene cylinder in case of flashback - because the pressure of the oxygen cylinder is high, the pressure of the acetylene cylinder is low, and the ratio of oxygen to acetylene is usually greater than 3:1 or higher).
In addition, the most important thing is that the operators must receive professional training, pass the examination and obtain the operation license before taking up the post. If this pass is not checked, the operators lack the necessary knowledge of safe operation and act blindly. It is difficult to avoid accidents! 7. What are the principles for safe use of high-pressure gas cylinders
1) High-pressure gas cylinders must be stored in different places by classification, and they should be fixed securely when placed upright; Gas cylinders should be kept away from heat sources and avoid exposure to sunlight and strong vibration; Generally, the amount of air release bottles in the laboratory shall not exceed two.

During operation, it is forbidden to knock and bump, and check whether there is air leakage frequently. Pay attention to the reading of the pressure gauge.
8. The safety and technical supervision regulations for vehicle gas cylinders stipulate that filling is prohibited under any circumstances
Article 30 Before filling the vehicle gas cylinder, the filling unit shall strictly inspect the vehicle gas cylinder and make records. It is strictly forbidden to fill the vehicle gas cylinder with one of the following conditions:
